Whilst not final at this stage I thought some of you may be interested to be aware of how they are progressing;
Draft rules version 13 UPDATE # 21 IS NOW PLACED DOWN THE BOTTOM HERE

1] Intent of the class.
a) To recognise the early days of SUPERBIKE racing within Australia and the world.
b) Provide historical interest to spectators and commercial interest to suppliers and sponsors.
c) All motorcycles competing in this class must have the very distinct and authentic appearance to the “Improved Touring" motorcycles that raced in the early days of Superbike racing within Australia. All eligible motorcycles must be based on street-legal touring models which were available for sale in Australia. Refer to the permitted list of macines.

d) To encourage the tuner to have more influence over the performance of the motorcycle by reducing the influence of special frames and suspension systems.

e) To provide racing classes using equipment available through normal commercial channels, and in adequate quantities.

f) To promote a very distinct look and appearance from the other motorcycles competing in Historic motorcycle events with strict eligibility requirements.

g) Racing will be separated into PHASES as listed below;
HSB Phase 1 (1973-1976)The formative period
HSB Phase 2 (1977-1980)The
HSB Phase 3 (1981-1984)
HSB Phase 4 (1985-1988)
Each Phase will only score points against machines within their PHASE or a later one.

h) Phase 1 will always be considered the premier Phase within Historic Superbike racing to celebrate the role of the early machines in the creation of the Superbike racing concept.

2] REQUIREMENTS AND MODIFICATIONS FOR HISTORIC SUPERBIKE
A) GENERAL
1) Machines must have been sold in Australia, by Dec 31 of the last year of the Phase and have raced in the relevant period.
Actual Original machines will be recognised, Replicas will be identified as such.
Phase 1 (1973-1976)
Phase 2 (1977-1980)
Phase 3 (1981-1984)
Phase 4 (1985-1988)

2) Engines and frames must be from the same model. All components must have been available during the year that the machine represents. I.E. A 1976 machine cannot have 1978 parts. Except that engines of the same generic type manufactured prior to 31 Dec. 1980 may be retro fitted.
3) All street equipment must be removed (Glass, reflectors, turn signals, center and side stands, mirrors, horn, helmet lock, pillion pegs, etc.). Headlight shell must be retained. Taillight and number plate bracket must be removed.

4) All motorcycles are to use three rectangular white number plates, 235mm by 285mm in size, with black numerals for unlimited and 750cc red background and white figures [ to be confirmed ] and not less than 175mm in height with a minimum of 25mm stroke width. Standard block type numerals, without serifs, must be used.
The vertical number boards to be installed behind the riders legs on each side level with the seat top and in front of the headlamp shell.
Visibility of the plates must not be blocked by rider’s foot or leg while racing.

5) Excepting the particular specific rules in this class, competitors in the Historic Superbike classes must comply with all applicable parts of sections of the Australian MOMS.

6) To reflect its non general use in the period, no titanium, magnesium or carbon fibre may be used anywhere on an Historic Superbike.

7) OEM ignition systems or approved replicas are required for Phase 1. No onboard computers or similar are permitted in Phase 1 and 2. Phase 3 and 4 to be advised.

B) ENGINE
1) All engines must use OEM crankcases, cylinders and heads from the relevant phase. OR exact replicas – with the same material & weight as original with the onus for proving that fact resting with the competitor.Geberic engines beyond the phase may be used if physicaly identical.

2) An engine capacity below 730cc is not permisible.
Allowed displacement may be arrived at in any manner (i.e., stroked and sleeve kits are permissible). Aftermarket "big block" kits are not permitted (see 1. above).

3) All round slide carby’s are permitted (Keihin CR, Dell’ Orto, Mikuni "smooth bore" and like design).
Flat slide carby’s are not permitted. Pumper carby’s may be used, but the pumper mechanism must be removed.
Carburetors may be any size.

4) Period style exhaust shape systems are essential, made from metal only being either mild or stainless steel; only mufflers may have aluminium components. An effective silencer must be installed and must include sound attenuation material or devices. Open pipes and reverse cone megaphones are not considered silencers.
The top of the muffler cannot be higher than the top of the rear wheel rim, unless the original production bike had them set differently. I.E. Ducatti.

5) Liquid cooled or two-stroke engines are permitted.

6) Pump fuel only can be used

7) Off set sprockets are permitted

C] FRAME

1) Frame must be from an original production touring model built within the relevant Phase. Replica or custom frames are not permissible.

2) Frame modifications as follows are only permitted; removal of unused brackets, addition of bracing or gussets, steering head angle may be altered. Frame modifications not permissible are; shifting of the swing arm pivot location is not permitted. The frame must be recognisable as an original frame. All welds and modifications must be of the highest quality and may be subject to scrutiny at a technical inspection.

3) Approved period aftermarket swing arms or accurate replicas are permitted. Swing arms may be reinforced, widened, shortened or lengthened.
Eccentric-cam adjusters are permitted. Maximum depth of any swing arm section shall be;
Phase 1 (1973-1976) 60mm
Phase 2 (1977-1980) 70mm
Phase 3 (1981-1984) tba
Phase 4 (1985-1988) tba
Modifications must still comply with the current MoMs [ GCR's].

4) REAR SHOCKERS
Phase 1 (1973-1976) and Phase 2 (1977-1980)
All eligible machines must have had twin shock rear configuration within the model range.
Shock absorbers must remain in the same general location but mounting points may be changed by up to 65mm in the for and aft plane, but two shock absorbers must be used. Remote reservoir shocks are not permitted. Rising rate suspension systems are not permitted.
Phase 3 (1981-1984)tba
Phase 4 (1985-1988)tba

5) Front forks must ressemble and be of the same diameter as the original model. And be from the same Phase and manufacturer as the motorcycle represented (i.e., Honda forks on Hondas).
Phase 1 (1973-1976)and Phase 2 (1977-1980)
Anti-dive and external adjusters are not permitted. Forks must be conventional type (no upside-down units).
Phase 3 (1981-1984) tba
Phase 4 (1985-1988) tba

6) Handlebars must be fitted to the original mounts, and must not be below the top of the upper triple clamp. No clubman bars or clip-ons can be used, except when used as original equipment.

7) Foot pegs and mounting plates maybe non OEM, but foot and mounting pegs may be installed within 50mm of the original position. Unless OEM rear sets are not permitted.

8) Air box and toolbox may be removed or modified. If air boxes are fitted, they must have an open 60mm hole facing the rear of the machine to prevent pressurisation.

9) Fuel tank [of the original capacity], bodywork and side panels must be the same shape as found on the production model that the machine is based on [ copies are permissible].

10) Eligible machines must have the one piece dual touring seat,[which may have the front ½ reshaped]and front guard exactly as the original production model. [ copies are permissible]. No tail sections may be added unless OEM on that model.
Rear guard may be eliminated

11) Only fairings that were furnished as standard equipment on the street model are permitted. Actual fairings must not extend below the fuel tank.

12) All motorcycles must use the OEM speedometer and tachometer housing and instruments [replicas or similar shaped are permissible].

D] WHEELS

1) Phase 1 and 2; Generally wheels may be wire spoked, Comstar style, Astralite, and must be from the relevant Phase. Straight-spoked only [ not curved or raked spokes ] alloy wheels painted to period colour specification are permitted.[ silver, black or white]each AGE shall have its own specific not permitted wheel types [ to be determined ]
Phase 3 and 4;
The following minimum size for each Phase are as follows;
Wheel diameter,
HSB Phase 1 (1974-1976)18inch
HSB Phase 2 (1977-1980)
HSB Phase 3 (1981-1984)
HSB Phase 4 (1985-1988)
Maximum rim width:
HSB Phase 1 (1973-1976)
HSB Phase 2 (1977-1980)
HSB Phase 3 (1981-1984)
HSB Phase 4 (1985-1988)

Rear 4.5 inches, front 3.5 inches.
The following wheel styles are permitted for each Phase as follows
HSB Phase 1 (1973-1976)
HSB Phase 2 (1977-1980)
HSB Phase 3 (1981-1984)
HSB Phase 4 (1985-1988)

Contact the Rules & Eligibility Committee with wheel questions before purchasing wheels.

2) Brakes, OEM is not compulsory but calipers must have no more than two pistons per caliper. Front and rear discs of any ferrous iron or stainless steel material may be manufactured. Disc diameter must be no greater than the original disc diameter for the model represented, with no disc being greater than 310mm in diameter.
Floating discs or magnesium calipers are not permitted.

3) Tyre type to meet current MoMS [GCR's] requirements.

PERMITTED INCLUSIONS
Oil cooler with lines and fittings conforming to current MoMs requirements.
Engine side covers may be altered, to provide extra ground clearance.
Replicas or similar shape are permissible tacho and speedo housing.
Aluminium swinging arms may be used.
Eccentric-cam adjusters.
Original machines may race in the original ste with not permitted accessories if tehy originaly used them.
Machines within lower Phases may compete in later Phases and may score points in that later Phase.

NON PERMITTED INCLUSIONS
Machines in the opinion of the series convenor that are not considered 'tough' enough looking will be excluded from starting any event.
Power gear shifters or similiar, an engine capacity below 730cc or floating discs, magnesium calipers are not permitted.

Interesting set of rules John, someone has done a lot of work. Pity Historic rules couldnt be rewritten with some of these guidelines included. Well done, lets hope this gets off the ground successfully.

I'm surprised that the rules need to be so detailed, however in reading them I can see the necessity. I've one question related to the lower limit for engine capacity, - does it only apply to four stroke engines? It seems to eliminate RD350 Yamahas, H1 Kawasakis, and T500 Suzukis?

Looks like a good set of rules to me!!!
I particularly like the number plate colour rule.

In the rules there is reference to a 'ponits' system. I take it that the 'points' will be part of the 'competition rules' applicable to the class, as distinct from 'eligibility'. Do we now need guidelines as to how normal P5, Endurance and exclusive sprint races should be conducted, which include 'historic superbikes'? That might give potential promoters and idea of our intentions for the class? Perhaps a 'split grid' for normal P5 races with historic superbikes at the rear?

i think the idea of tight rules may be the only way the earlier machines will get a look in. I note that John daley has said he wants to force encouragment of the earlier machines.

350, and 500 cc stuff just does not fit the criteria for a Superbike.

In the past they sometimes raced against Superbikes to fill the grid and I am informed were expressly not permitted in the NGK series.

They can race today in P5 if they want so until they specificly complain that is the way it will be.

The POINTS system is completely independant of any other form of racing. It will be used exclusively within the HSB series and nothing else. As for other promoters they can sort theirn own matters out.

Here is version 21 of the rules which are pretty close to finalisation"
"Draft rules version 21

Each Phase will only score points against machines within their PHASE or a later one. If there is dispute about the eligiblity for entry into a particular phase due to a non conformance in respect of the eligibilty criteria of these rules, the machine may be permjitted to run in the higher phase until the matter is resolved.

h) Phase 1 will always be considered the premier Phase within Historic Superbike racing to celebrate the role of the early machines in the creation of the Superbike racing concept.
i) Machines in earlier Phases may compete in lower phases if they choose.
j) ANY RIDER WHO WANTS TO PARTICIPATE WITHIN THE POINTS SCORING SYSTEM WILL NEED TO REGISTER WITH THE HISTORIC SUPERBIKE ORGANISATION. DETAILS OF WHICH ARE INCLUDED WITHIN THE ADMINISTRATION SECTION OF THE WEB SITE. ONLY MACHINES WHICH COMPLY WITH THESE RULES WILL BE ACCEPTED.

4) All motorcycles are to use three rectangular red number plates, side plates to be 285mm by 285mm in size and the front plate to be 285mm wide x 325mm high. Each plate will have a promotional strip 50mm high at the bottom, whilst the front plate will also carry the riders name at the top. White numerals to be not less than 175mm in height with a minimum of 25mm stroke width. Standard block type numerals, without serifs, must be used.
The side number boards must be installed vertically with the front edge to be 200mm behind a vertical line drawn through the footrest, with the top edge level with the seat bottom. The front plate forward of the headlamp shell may have a curved top edge and must be installed within xx degrees from vertical.
Visibility of the side plates must not be blocked by rider’s foot or leg while racing.

5) Excepting the particular specific rules in this class, competitors in the Historic Superbike classes must comply with all applicable parts of sections of the Australian MOMS.

6) To reflect its non general use in the period, no titanium, magnesium or carbon fibre may be used anywhere on an Historic Superbike.

7) OEM ignition systems or approved replicas are required for Phase 1.[ IE. Points ignition]
Onboard computers or similar which are capable of improving performance during racing are not permitted in Phase 1 and 2. Phase 3 and 4 to be advised.
Rev.limiters are permitted.

B) ENGINE
1) All engines must use OEM crankcases, cylinders and heads from the relevant phase. OR exact replicas – with the same material & weight as original with the onus for proving that fact resting with the competitor. Generic engine parts beyond the phase may be used if physicaly identical.

2) An engine capacity below 730cc is not permisible. OEM Standard stroke is compulsory. Unless stated specificly in the allowable machines list, any machine in HSB is not permitted to have a capacity increase beyond the maximum oversize provided in the period by the original manufacturer.
The permitted capacitiy increases are;
Honda CB750 836cc,

3) All round slide carby’s are permitted (Keihin CR, Dell’ Orto, Mikuni "smooth bore" and like design).
Flat slide carby’s are not permitted. Pumper carby’s may be used, but the pumper mechanism must be removed.

E] BEHAVIOUR
Any rider who contravenes the rules in a manner considered deceitful by the HSB organisers will be excluded from any points system.

Oil cooler with lines and fittings conforming to current MoMs requirements.
Engine side covers may be altered, to provide extra ground clearance.
Replicas or similar shape are permissible for the tacho and speedo instruments or housing.
Aluminium swinging arms may be used.
Eccentric-cam adjusters.

Only "original" machines which enter, may race in the original state with "not permitted" accessories if they originaly used them in the relevant Phase, all replicas will not be permitted to carry "Not permitted" items. Verifiable documented proof will be required prior to approval of "Original" machines.

Machines within lower Phases may compete in later Phases and may only score points in that later Phase.

NON PERMITTED INCLUSIONS
Power gear shifters or similiar, an engine capacity below 730cc or floating discs, magnesium calipers are not permitted. Replica machines cannot have "Not permitted" extras.
Machines in the opinion of the series convenor that are not considered 'tough' enough looking will be excluded from starting any event.
