As a new boy on the block I need to ask this question. If a topic is put out by MA for discussion in july 2001 if it is approived when would it hit the rule book. I am under the impression, false or otherwise I am still learning, that it would be in the book for 2002 if it was acceppted. I may be wrong but that is my reading of the process. Perhaps we need to get the documentation on the process presented here to ensure we dont get it wrong by talking about possibly abandoned issues from the past. I am aware that if an issue does not get up in the majority of states it does not make the rule book.
